For the purpose of this Section, an inoperable motor <br /> � vehicle shall be defined as lacking, including but not limited to, <br /> parts essential to operation, such parts being wheels, tires, motor, <br /> drive train, battery, or having two or more flat tires, or having the <br /> interior, including the driver's position, used for storage in such a <br /> ma•nner that no person can operate the vehicle. <br /> SEC. 9.55. MAINTENANCE OF PRIVATE PROPERTY. <br /> Subd. l. It is the duty of the owner of every vacar.t property anci the <br /> owner ano occupant of every occupied property to maintain s.ame in a <br /> neat, clear. and preser.table manner free of ary junk, debris, refuse, <br /> litter, cead trees, or nox.ious �veeds, and to remove all other public <br /> health or safety hazards therefrom. <br /> X Subc�. 2.
