,, . <br /> ' � � CiTY OF GkONO <br /> Special Neeting ef the Grono Council, 7 : 30 P.M. <br /> October 8 , 1980 <br /> ,..� The Orono Council met on the above date with <br /> the following members present : Mayor Van Nest, <br /> Councilmembers Butler , Hannah, Hurr , and Paurus . <br /> Also present : City Administrator Benson, City <br /> Planner Olson, Financial Consultant Chenowith, <br /> Finance Director Kuehn, and City Attorney Malkerson. <br /> Mayor Van Nest reviewed the proposed sewer projects 1980 LS-1 & LS-2 <br /> commenting that this meeting is a Special Council <br /> Meeting called for the purpose of making a final <br /> decision on the four areas included in the 1980 LS-1 <br /> and LS-2 , (1) County Road #15 (Marina area) (2) Orono <br /> Lane , West Ferndale , (3) North Shore Drive (4 ) Minne- <br /> tonka Bluffs. The City has held its public hearings <br /> receiving input from the affected residents and a <br /> public hearing was held September 8 , 1980 concerning <br /> the assessment roll which has been adopted. This <br /> evening, we will discuss each area in the following <br /> sequence : (1) County Road #15 , Marina area, (2) Orono <br /> Lane , West Ferndale (3 ) North Shore Drive (4 ) Minnetonka <br /> Bluffs . Our City Engineer Mr . Glenn Cook will review <br /> with you each area and the present status of easements, <br /> appeals, the final tabluation of the questionnaires <br /> mailed to each of you, and a summary of construction <br /> costs . I would like to again remind all of you that <br /> i:� as�ticipation of appeals and reluctance to submit <br /> ease�::ents to the City, we have included that cost in <br /> each assessment. If these problems can be resolved, <br /> your assessment will be reduced. <br /> T-�rea #1 - County Road #15 (Marinas) <br /> Mr . Glenn Cook reviewed area #l, the Marina area, com- <br /> menting that all easements are obtainable , there are <br /> no appeals pending for this area and the City has <br /> had no negative response to this par�icular sewer <br /> project. This project will have a reduction in <br /> assessments because of obtainable easements and lack ' <br /> of appeals, if there are no other unforeseen costs. A <br /> public hearing will be held in the future and a per- <br /> centage of the assessment will be abated when final <br /> costs are determined. The present assessment roll <br /> for this area is $9 , 641 per unit. Because the project <br /> is separated out from the other projects,the assessed <br /> cost according to contractors bids should be $7 , 900 . <br /> James Rivers, 1440 Shoreline Drive : Please start the <br /> project now. <br /> Mayor Van Nest commented that it appears �hat this <br /> project could be reduced another $2, 000 to $2 , 500 per <br /> assessment because of no litigation and if all easements <br /> are executed. <br />
