PUBLIC HEARING, SEPTEMBER 8 , 1980 Page 4 <br /> Mayor Van Nest: The City has inquired and have contacted <br /> all agencies. Federal funds are not available. <br /> Mike Gaffron: The City has attempted to become eligible <br /> on a municipal needs list. This was a year ago and we <br /> have not succeeded. I did a survey of agencies, compiled <br /> these into a list for federal monies. Each one contacted <br /> informed us federal monies were not available. � <br /> Mayor Van Nest: Medina-Morningside is a good example. <br /> Orono has worked with Medina for two years attempting <br /> to serve their area with sanitary sewer. All progress <br /> stopped because of lack of grant monies. We have decided <br /> if we cannot proceed with the LS-1980-1 and LS-1980-2 project <br /> on a 100� ass�ssment basis, we have to immediately proceed <br /> with upgrading present on-site systems. Orono ' s rating <br /> doas not encourage grant monies. We are attempting to <br /> make a decision this year. We cannot wait to enforce our <br /> septic ordinance . We need action now. <br /> Quentin Lauer, 1205 Dickenson Street: Rudy Boschwitz ' s <br /> office tells me federal monies are available. <br /> Mayor Van Nest: Federal funds are not sufficient to support <br /> this project. If we wait, inflation will offset percentage <br /> of federal money availability. This project is our only <br /> out. We have to correct septic problems now. <br /> Mr. Lauer: Why should not federal agencies solve our <br /> problems? <br /> - , <br /> Mayor Van Nest: Availability of funds determines this. <br /> We cannot postpone our decision and wait. We have postponed <br /> correcting your on-site problems for one year. We attempted <br /> to get on a needs list a year ago. Now, its either go <br /> with this or correct your on-site problems. <br /> Mr. Lauer: Why was Medina-Morningside so cheap? <br /> Glenn Cook, City Engineer: Different terrain, water table, <br /> no lakeshore to contend with. <br /> Newell Weed, 1385 Orono Lane : I am in support of municipal <br /> sewers solving our problem but the cost is too high and <br /> unacceptable. Minnetonka Beach turned their project down, <br /> rebid three to four years later and saved themselves $3 to <br /> $4 hundred thousand dollars. I am concerned with: 1) economics, <br /> 2) why do we have to include all of our areas in one project? <br /> 3) why are we being threatened with enforcing the septic <br /> ordinance if we do not accept this project? I have been <br /> a resident in Orono 20-25 years and I have never had an inspector <br /> tell me my system is bad. Is tonight our last change to submit <br /> to you in writing our objection in order to appear within 30 days? <br />
