We <br /> understand and agree that if that part of the project is <br /> ordered by the City to be installed during 1980 and/or 1981, <br /> the City of Orono may now assess as a special assessment <br /> against our property for its share of the project the <br /> amount set forth hereinafter, the principal of which is <br /> to be spread over 15 years at 9�$ interest per annum. Melamed - 885 West Ferndale Road <br /> Mr. & Mrs.� Floyd - 960 West Ferndale Road <br /> Mr. & Mrs. Fred Batlach - 980 West Ferndale Road , <br /> Mrs. Craig Winters - 1355 Shoreline Drive <br /> Dick Benson, City Administrator, read into the record <br /> the percentages for and against the project and the areas <br /> that the recorded responses came from. <br /> It was also noted that there are many property owners that <br /> have not been heard from and a questionnaire will be <br /> mailed requesting everyone to indicate their preference - <br /> for or against the project. <br /> Harold Carlson, 539 Keene Avenue, commented that the costs <br /> were too high and what is the City ' s position going to be? <br /> Mayor Van Nest commented that the City may adopt the <br /> assessment roll tonight and wait for any appeals. All <br /> letters submitted by this evening objecting to the project <br /> allows the property owner to appeal within 30 days after <br /> adoption of the assessment roll. Owners of property 65 <br /> years or older may apply for a deferment of assessments, <br /> if they meet certain criteria. <br /> Bob Ehlers, Ehlers & Associates, Orono ' s Fiscal Agent, <br /> reviewed with the public the current bonding market and <br /> procedures in selling bonds commenting that an 8$ interest <br /> rate to sell appears to be the current market using a <br /> 9�$ rate for assessments. <br />
