Page 31, <br /> TO: Bruce Malkerson <br /> Alan Olson <br /> Walter Benson <br /> Glenn Hawkyard <br /> FROM: Michael Gaffron, On-Site Systems Manager <br /> DATE: August l, 1980 <br /> SUBJECT: Determination of Existing Site Conditions and Probable <br /> Disposition of Existing On-Site Sewage Treatment Systems <br /> " Should 3ewer Not Become Available. - <br /> In the event that Projects 80-1 and 80-2 are not constructed, the <br /> On-Site Sewage Treatment Code will be enforced strictly to ensure <br /> that the existing pollution and health hazards are remedied. This <br /> enforcement process may require drastic measures on certain properties, <br /> and may include repair, reconstruction, or replacement of existing <br /> systems, alternative soil treatment systems, or even conversion to <br /> holding tanks. The degree of required work in each specific case <br /> depends on the condition of the existing septic system and the exis�ing <br /> site conditions including depth to water table, soil types, lot size <br /> and topography, location of structures, hardcover, water wells, and <br /> other fixtures, and proximity to lakes or wetlands. <br /> I have listed each .property involved in the project area under on.�:of <br /> the following five- categories: __ ___ <br /> a) Properties "(including vacant lots) where holding tanks will <br /> be required based on state/local limitations and the observed <br /> site conditions. <br /> b) Properties where major changes to existing systems will be <br /> required based on state/loca7 limitations and obsereed <br /> conditions. <br /> c) Properties where minor changes to existing systems may be <br /> , necessary; existing systems essentially meet code or can be <br /> made to meet code. ' <br /> d) Vacant properties which might be buildable if served by sewer <br /> but are probably not- buildable without sewer. <br /> e) Properties which will not be served by sewer yet are within <br /> or near the project area. <br /> The specific observed site conditions for each property are listed. <br /> Source material for the determinations includes, but is not limited to, <br /> visual observations by City staff, building and zoning files, city <br /> ordinance No. 210 (On-Site Sewage Treatment Code) , U of Minnesota Extensio� <br /> Bulletin No. 394 - revised 1978 "Shoreland Sewage Treatment - Recommendatic <br /> for ldentifying and Eliminating Non-Conforming Systems" , and the Fiennepin <br /> County Soil Survey. Generally, where lots are too restricted to legally <br /> contain both a well and septic system, it is assumed that the well must <br /> remain and the septic system can be converted to holding tanks. <br />
