Crist discussed redesign of the rip rap commenting <br /> that he felt the existing channel and lagoon should <br /> not be crowded with a rip rap wall that would limit <br /> lagoon navigation. <br /> Mr. Crist read the Minnehaha Creek Watershed District <br /> minutes approving his application noting that <br /> safety conditions would be improved with proper <br /> rip rapping. <br /> Mayor Van Nest: Mr . Crist, have you investigated <br /> a 2-1 versus a 3-1 slope? City concerns are the <br /> enlargement of the present lagoon. <br /> Mr. Crist: I feel a 3-1 slope is more acceptable. <br /> Mr, Hartmann, 2709 Walters Port Lane , submitted <br /> a scale model of the present lagoon noting that it <br /> is 7. 8 feet to hard clay in the lagoon. Silt is <br /> approximately two and one-half feet deep and the <br /> present soils will not support the weight of a <br /> wall as recommended by Mr. Crist. I recommend the <br /> vertical wall be rebuilt, but I do not recommend <br /> rebuilding the ent 'ire pond and creating new lakeshore . ' <br /> Mr. Reese , 2703 ?�lalters Port Lane : Present slips <br /> are 10-12 feet in width. I have a 28 foot cruiser <br /> and I can turn my boat around. <br /> Mr. DeGregory and Mr. Ellis are suirrg the association <br /> for dock locations. <br /> Mayor Van Nest: The lagoon construction originally <br /> was not well thought out. Protective covenant rights <br /> have not been clarified. The Watershed District <br /> was wrong in allowing dredging that would move <br /> the existing waterline. This is not the intent of <br /> the City. <br /> Mr. Reese : The association was not aware of the first <br /> rip rapping construction. <br /> Mayor Van Nest: Would you object to extending the <br /> east Wall? <br /> Mr. Reese : No, I would not. <br /> Mayor Van Nest: The City Council has heard arguments <br /> on this issue for years now. It is obvious that the <br /> association and individuals cannot agree on anything. (Continued) <br />
