REGULAR MEETING OF THE ORONO COUNCIL, AUGUST 11, 1980 Page 29 <br /> Dick Benson, City Administrator, presented the WEST HENNEPIN <br /> City Council with the following memo concerning ASSESSMENT DISTRICT <br /> the West Hennepin Assessment District status <br /> dated August 7, 1980 , which states: <br /> Gregg Hannah and I have met with Spring Park, <br /> Minnetonka Beach, and Minnetrista to discuss the <br /> future of the District at it remains today with <br /> four participating cities. <br /> Officially as of January 1, 1981, three cities <br /> would remain in the District sharing a proposed <br /> budget of $72 ,000 . <br /> Al1 discussion centered on the accomplishments of <br /> the Assessment District and its effectiveness in <br /> its goal to bring uniformity and equalization within <br /> the District, and its intended expansion to serve <br /> other cities in the area to accomplish this. The <br /> concensus is that this has not been accomplished <br /> and the District in its entirety is only serving <br /> Hennepin County as a tool to accomplish required <br /> field work as other local assessors are doing. <br /> Spring Park is definitely out of the District as <br /> of January 1, 1981. Minnetonka Beach and Minnetrista <br /> are waiting to see what Orono is going to do. <br /> Tom Seuntjens, Mayor of Minnetonka Beach , and Alan <br /> Fashing, Councilman_ representing Minnetrista, have <br /> attended our meetings and do not have strong feelings ' <br /> in retaining the District or dissolving it. Since <br /> Orono ' s share of the budget is 0 . 5972$, Orono has <br /> to make a decision. <br /> Spring Park ' s decision not to participate in the <br /> ' District will not decrease the work-load to allow <br /> elimination of costs to operate the District with <br /> three participating cities. Orono' s costs will <br /> increase significantly. Orono ' s cost today is <br /> $40 ,012. Using the same formula, averaging per- <br /> centage of population, number of parcels, and ' <br /> assessed values based upon the 1980 budget and <br /> continuing the District with three cities, our <br /> costs increase to $44 , 246 .80 . <br /> Our options are : <br /> 1 . Continue with three cities <br /> 2 . Negotiate with other cities <br /> 3 . Contract with Hennepin County <br /> 4 . Orono retain its own assessor <br /> (Continued) <br />
