The three cities, through an appointed committee, <br /> are working together and are interested in your views of <br /> Cable TV. This letter and your reply represents our Community <br /> Needs Assessment, which is a requirement of state law. <br /> "While the state provides the legal basis, a state citizen <br /> Board and a staff of state employees to give assistance, local <br /> governments and citizens are charged with responsibilities <br /> and granted rights to provide on their own initiatives. " <br /> "As a preparation for a local government ` s becoming a franchising <br /> authority, the state cable rules require that it compile a <br /> Needs Assessment Report on cable communications, or the local <br /> authority may appoint a group of two or more individuals to <br /> compile the report. The rules state that the group making the <br /> report shall inform itself about cable communications through <br /> at least a review of the published information, state and <br /> federal statutes, fules and regulations, and the experiences <br /> of other municipalities that have studied cable communications. " <br /> "Municipalities (Franchising) authorities and their advisory <br /> bodies should give careful attention to the possibilities of , <br /> requiring that access channels and equipment be made readily <br /> available by the cable company for public , educational, govern- <br /> mental and leased use . " ("Cable Communications and Local Self- <br /> determination" , "Cable and Minnesota Communities") . <br /> The City Council of Orono is most interested in your thoughts <br /> on Cable TV, and your assistance in determining our community <br /> needs regarding Cable TV would be appreciated. We respectfully <br /> request your reply to us no later than July 23 , 1980 . <br />
