To Our Community Leaders: The Cities of Long Lake, Minnetonka Beach, and Orono are proposing to institute Cable Television in each designated area. The three cities, through an appointed committee, are working together and are interested in your views of Cable TV. This letter and your reply represents our Community Needs Assessment, which is a requirement of state law. "While the state provides the legal basis, a state citizen Board and a staff of state employees to give assistance, local governments and citizens are charged with responsibilities and granted rights to provide on their own initiatives. " "As a preparation for a local government ` s becoming a franchising authority, the state cable rules require that it compile a Needs Assessment Report on cable communications, or the local authority may appoint a group of two or more individuals to compile the report. The rules state that the group making the report shall inform itself about cable communications through at least a review of the published information, state and federal statutes, fules and regulations, and the experiences of other municipalities that have studied cable communications. " "Municipalities (Franchising) authorities and their advisory bodies should give careful attention to the possibilities of , requiring that access channels and equipment be made readily available by the cable company for public , educational, govern- mental and leased use . " ("Cable Communications and Local Self- determination" , "Cable and Minnesota Communities") . The City Council of Orono is most interested in your thoughts on Cable TV, and your assistance in determining our community needs regarding Cable TV would be appreciated. We respectfully request your reply to us no later than July 23 , 1980 .
