As I listened to your comments, I could not help hut reflect
on similar discussions that our City Council has held pertaining
to policies that have been in existence for some years , which were
based upon conditions that no longer exist.
The central collection philosophy that the Saaste Control Commission
operates under today was established some 15 years ago by a Board
of business and political leaders. The policy that was adopted
by this Board was the philosophy of a centralized system designed
for the urbanized portion of the metropolitan area with a projected
population of some four million people. The Board established a
service area delineated by the 2ZSSR line in order to provide a
central sewage capacity for a projected urban population of four
million people.
