As I listened to your comments, I could not help hut reflect <br /> on similar discussions that our City Council has held pertaining <br /> to policies that have been in existence for some years , which were <br /> based upon conditions that no longer exist. <br /> The central collection philosophy that the Saaste Control Commission <br /> operates under today was established some 15 years ago by a Board <br /> of business and political leaders. The policy that was adopted <br /> � by this Board was the philosophy of a centralized system designed <br /> � for the urbanized portion of the metropolitan area with a projected <br /> population of some four million people. The Board established a <br /> service area delineated by the 2�ZSSR line in order to provide a <br /> central sewage capacity for a projected urban population of four <br /> million people. <br />
