F�e claims that his guests or his neighbors <br /> need the parking on County Road 19 although there is <br /> turnaround (parking) space near his garage. <br /> The staff recommendation to the Planning Commission <br /> was to allow construction of the new driveway for <br /> all access to the property subject to elimination <br /> of all access and parking along County Road 19. The <br /> Planning Commission recommended keeping the western <br /> driveway for ingress only, although, it should be <br /> pointed out that this would be impossible to police. <br /> This Planning Commission recommendation was reviewed <br /> by Mel Kilbo and Alan Olson. We would agree with <br /> the Planning Commission to retain the western drive- <br /> way but only if the parking and eastern driveway <br /> were eliminated. The parking is particularly <br /> hazardous because it requires a backing move onto <br /> the highway where sight distance is reduced and, <br /> most importantly, the parked cars complet.ely block <br /> view from the western driveway to the east. Again, <br /> if this driveway is in place, it must be assumed <br /> that cars will come out even if the other drive is <br /> in place. <br /> Thus, our recommendation is the same as the Planning <br /> Commission' s plus removal and seeding of the County <br /> Road 19 parking area: <br /> 1. Planning Commission and staff recommend approval <br /> to allow Mr. Butler to construct a private drive- <br /> way in the City alley ROW subject to submission <br /> and approval of construction plans for driveway <br /> containing the following: proposed elevations, <br /> profiles , drainage plans and erosion control steps <br /> during and after construction. We recommend <br /> the driveway be paved to eliminate washing down <br /> of gravel into neighbor' s property to the south. <br /> 2 . Applicant is to relocate or reconstruct the <br /> garbage can shelter of the property owner to the <br /> south which is encroaching on the alley. <br /> 3. Applicant to furnish additional parking area on <br /> lot or use Rest Point Lane. None to be located <br /> along County Road 19. <br /> 4. Applicant must locate gas, telephone or electrical <br /> utilities which might be in the 20 ' right of way <br /> and to assume full responsibility for protection <br /> and/or relocation of same. <br /> (Continued) <br />
