Dougherty <br /> Chief Administrator <br /> Metropolitan Waste Control Commission <br /> 350 Metro Square Building <br /> 7th & Robert Streets <br /> St. Paul, Minnesota 55101 <br /> SUBJECT: INFILTRATION/INFLOW STUDIES <br /> Dear Mr. Dougherty: <br /> We received the MWCC' s February 4 letter summarizing the results <br /> of the Infiltration/Inflow (I/I) Assessment recently completed <br /> for the Commission by Harza Engineering Company. We were pleased <br /> to see that an I/I Analysis has been recommended for the City <br /> of Orono. <br /> Orono, therefore, desires to participate in the con�inuation of <br /> the I/I program. We understand that state and federal funding <br /> to cover 90$ of the costs of the I/I Analysis is expected to <br /> soon be available. We further understand that the MWCC will <br /> continue to function as grant applicant/receipient. The funds, <br /> however, will be passed through the Commission to the City, under <br /> an agreement between the MWCC and the City. Orono will be fully <br /> responsible for the conduct and administration of the study, in <br /> conformance with the EPA grants program rules and regulations. <br /> The City of Orono is proceeding to carry out its responsibilities <br /> under the program. Our first step is to retain a qualified engi- <br /> eering firm to perform the study; we expect to initiate the contract <br /> negotiations shortly. We must also enter into the agreement with <br /> the Commission providing for the "pass-through" of the grant monies. <br /> We assume that the MWCC has prepared this agreement in a standardized <br /> format for use generally with each qualifying community. Please <br /> send to us this agreement for review and comments or execution. <br />
