Old septic systems will be and are <br /> being checked in the same way and any old septic systems that <br /> are not in compliance will be upgraded to acceptable standards <br /> as set forth in WPC 40 . Mayor Van Nest stated that there had <br /> been tremendous support from the citizens of the City of Orono <br /> for this sort of system and that this was the only way to keep <br /> the phosphorous load down. <br /> Mayor Van Nest explained thatized aroundfLakenMinnetonkalbecause <br /> two cities , one that is urban <br /> of the development which was started there 70-80 years ago , <br /> and the second city is rural and will remain as such forever. <br /> There is no plan by the City of Orono to provide for the exten- <br /> sion of urbanizing type services into the rural area. Mayor <br /> Van Nest noted that the MWCC is still acting on population <br /> projections and trends that were set in the 1960s which are <br /> totally inadequate . The prior population projection showed <br /> 37 �000 people in the City of Orono and now the projection is <br /> for no more than 9 ,540 by the year 2000 , of which 5 ,900 will <br /> be sewered in the urban area and 3 ,600 will served with on- <br /> site systems in the rural area as shown on the attached chart <br /> and population projection graph. Yet a11 of the tables in <br /> the 208 study are predicated upon the incorrect population <br /> projections . Mayor Van Nest stated that any new population <br /> within rural Orono will be served by on-site septic system <br /> and that this is not part of a staged growth plan but that <br /> the rural area will stay at densities of two to five-acre minimum <br /> lot sizes . <br /> Mayor Van Nest stated that when the 208 study plan was issued, <br /> the city reviewed it , especially in regard to the Maple Plain <br /> plant and the prior Harza study and agreed with the conclusion <br /> in the 208 study which stated that the Maple Plain plant should <br /> , be upgraded instead of the construction of an interceptor. <br /> The mayor stated that the city assumed that subsequent 201 <br />
