, • Page Two Page 22 <br /> as having potentially excessive I/I will be recorrmended to MPCA <br /> for further funding of a detailed I/I analysis . The pattern <br /> interviews will be carried out by a consultant under contract to <br /> the Cornnission. <br /> The continuation of the I/I program will be contingent upon certain <br /> local commitments by each qualifying municipality wishing to participate <br /> in the program. First of all , the municipalities must provide 10% local <br /> share of the study cost. The U. S. EPA will fund 75% of the study cost, <br /> and the State of hlinnesota will contribute 15% of the study cost under <br /> matching grants program. Secondly, each municipality will become re- <br /> sponsibje for the administration of the I/I program in complete conformanc� <br /> with the regulations of the federal grants progran. Finally, the munic- <br /> ipalities will have to enter into an agreement with the Commission <br /> regarding the pass-through of the grant funds because the Commission will <br /> be required to remain the grant applicant on behalf of all participating <br /> municipalities. The CorrIInission will also provide coordination and <br /> assistance in setting up each local study. <br /> The completion of the I/I analysis is a prerequisite to �the funding of <br /> subsequent steps in the federal program of eliminating excessive sources <br /> of I/I . Subsequent steps consist of a Sewer System Evaluation Survey <br /> (SSES) followed by the actual sewer system rehabilitation. The potential <br /> for excessive I/I must be established or verified at each step before <br /> funding for the next step can be requested. A copy of the federal reg- <br /> ulations pertaining to sewer system evaluation and rehabilitation is <br /> attached for further reference. <br /> The Commission is in the process of applying for federal and state grants <br /> to cover the I/I analysis. We expect a grant offer sometime in early <br /> 1980. In the meantime, this package of material is being transmitted to <br /> you to serve as an introduction to the I/I program. We will also schedule <br /> meetings in the near future to further explain the program and to answer <br /> any questions which are certain to arise. In addition, we are prepared to <br /> meet with representatives of each corrmunity on an individual basis.
