During my inspections in SERVICE CHARGE <br /> the field, I have received the impression that (Continued) <br /> Orono' s citizens are willing to pay for the type <br /> of service provided as long as the cost is not <br /> out of line. I feel a reduction in the service <br /> charge will improve our public relations while not <br /> increasing the burden on the building and zoning <br /> department. <br /> Along with the reduction of the service charge, <br /> I suggest a more equitable fee system for certain <br /> applications. At the present, construction <br /> inspection of wells and septic systems is almost <br /> totally done by the On-Site Systems Manager. <br /> Permits for this work generate approximately <br /> $3 , 000-$3,500 per year to the building and zoning <br /> department. Our current permit fees generally <br /> cover costs of providing the inspection service. <br /> However, I spend a disproportionate amount of <br /> time (1-2 hours per lot) reviewing new subdivisions <br /> where on-site systems will be used. This time <br /> should be directly attributed to the developer <br /> through an additional charge per on-site lot, say <br /> $15. 00 per lot. This is comparable to the <br /> engineer' s fee charged for review of municipal <br /> sewer lines in new subdivision. <br /> Therefore, we recommend the Council approve the <br /> following fees for 1980 : <br /> l. Annual On-Site Inspection Fee - $20. 00 per system <br /> 2. Site Evaluation for New Subdivisions - $15. 00 per <br /> On-Site Lot <br /> Council Meeting - February 11, 1980 <br /> Mayor Van Nest moved, Massengale seconded, to approve <br /> the annual on-site inspection fee of $20. 00 per <br /> system per #1 above.
