REGULAR MEETING OF THE ORONO COUNCIL, FEBRUARY 11 , 1980 Page 6 <br /> The County has closed the Navarre Lane access off STREET VACATION <br /> at County Road 19 because of its nearness to the Navarre Lane <br /> traffic signal at the intersection of County Roads (Continued) <br /> 15 and 19 and dangers arising from left turns <br /> being made by cars going south on County Road 19 . <br /> The County has stated that the Navarre Lane access <br /> will never be opened and that an additional curb <br /> cut will not be approved in the right-of-way if the <br /> City approves vacation. <br /> The applicants propose a general cleanup and <br /> landscaping of the subject area. A corner of the <br /> Church encroaches into the Navarre Lane right-of- <br /> way. The Church has been unable to obtain clear <br /> title to the property. The service . station owner <br /> is concerned that he retain access to County Road <br /> 19 and wants to cleanup the frontage along Shadywood <br /> Road. We have heard nothing from the Lafayette <br /> Ridge group except that they signed the applicants <br /> letter. <br /> Please review the Planning Commission Minutes of • <br /> November 26 , 1979 and January 28 , 1980 for back- <br /> ground discussion and recommendation. <br /> The following are summaries of reviews from staff <br /> members and the Hennepin County Highway Department: <br /> A. Comments from the Public Works Coordinator: <br /> l. How costly would it be for the City, gas and <br /> telephone companies to locate the four under- <br /> lying utilities? <br /> The cost for the location of all utilities <br /> should be borne by the party requesting the <br /> vacation. We can assist by making sewer and <br /> water as-builts available to them. <br /> 2. What type of access would be necessary if the <br /> entire area were grassed? <br /> If the entire area is grassed, this does not <br /> create a problem as long as there are no fences <br /> or barricades. <br /> 3. Would a 10 ' easement be sufficient for each <br /> of the utilities? <br /> We would need a 20 ft. easement which is the <br /> normal utility easement. <br /> (Continued) <br />
