Kent Roberts <br /> Compliance and Enforcement <br /> Division of ��7ater �uality <br /> P4innesota Pollution Control Agency <br /> 1935 [aest County Road B=2 <br /> Roseville, Minnesota 55113 <br /> Dear Kent: <br /> Thank you for taking a few r.loments to discuss with me the P4aple <br /> Plain interceptor as proposed by the P'tetropolitan i•7aste Control <br /> Commission' s 201 Facilities Study. <br /> I am enclosing for your information a few pages from the Storm <br /> Water Impact Investigation for the r4etropolitan Council which <br /> show the conclusions and recomr.iendations as well as the information <br /> in Table 19 regarding the effects of various levels of land use <br /> on the quality of storm water run-off. <br /> I am also enclosing a copy of a report done by Dr. Shappiro con- <br /> cerning the Piinneapolis lakes which shows the true ir.mpact of storm <br /> water run-off fror.i an urban area on a body of water that has no <br /> other source of nake-up water other than that from storm ��ater <br /> run-off. <br /> I will be out of town until January 27, but would be pleased to <br /> meet with you at any time after that date at your convenience to <br /> discuss this r.iatter. The City ver� strongly suoports the conclusions <br /> reached in the Metropolitan Council' s 208 Study which showed that <br /> the r►ost cost effective alternative to the 24aple Plain situation <br /> was the upgrading of that plant with additional phosphorus removing <br /> equipment. It is m_y personal be�ief that the most cost effective <br /> alternative to this problem would be a method of spray irrigation <br /> in the surrounding agricultural areas which would provide a true <br /> benefit to our economy rather than concentratin� on a nroblem <br /> down-streari at the Psinnesota itiver that nobody knows how to solve. <br />
