The Council adopts <br /> the following procedures for its participation in the sewer policy <br /> plan review process to insure con�ormity of the local plan to the <br /> regional development policy and metroaolitan s2wer system e�ansion. <br /> A. � fi�ldli�C DiOCeQllT? <br /> 1. The Council ' s Referra� Admir_istrator shall submit a copy <br /> of a local Comprehensive Plan to the Waste Cor.�rol Com- <br /> mission immediately upon the Chair:�an ' s issuance of <br /> order to coramence tne plan rev�ew. Durina tae review proc�ss of a cor�rehensive plan , the <br /> Councii staff snall arrange a joint meeting o� �he Council <br /> and Commission staL= with the af�ected local gover^.ment <br /> units , if necessary, to discuss the Cot:r_cil and Cor�unission <br /> sta�f comments on the local Comprehensive Sewer Policy Plan. <br /> Any subsequent cor�nunication initiated by the Council or <br /> Commission staFf with the local government uni�s sha�l include <br /> mutual notification between the Council and Commission. <br /> To tne extent practicable, the CoLncil shall coordinate <br /> all meetings initiated by the Council or Commission sta�f <br /> with the local gove r.unent units . The Council shall be <br /> ' responsible for notifying all parties and arrancing all <br /> meetings. <br /> 3. After the Co�unission has completed its review oz the Com- <br /> prehensive Sewer Policy Plan, a mernorandum wi11 be forwa�ded <br /> to the Council within 60 days oi the Chai rnan ' s plan review <br /> order date on '-�ne local sewer plan and its rzlatior_ship <br /> to the regional sewerage plan. <br /> 4 . An appropriate committee of the Cor.mission and the Com- <br /> mission may review the plan and staf� comments and ior�aard <br /> recor�endations to the Council or tne Coiranission may <br /> elect to allow the Chief Administrator to formulate <br /> recor,unendations on the plan and forward these to the <br /> Council for consideration. These recommendations from <br /> either the Corranission or �dministrator are to be forward- <br /> ed to the Council within 75 days o= the Chairman` s plan <br /> review order date. <br /> 5 . ?�n appropriate cortmittee of the Council will review the� <br /> plan, Commission cc�unents , local covernment concerns and <br />
