Page 13 of your plan indicates that via Policy 9b that the <br /> community has the option of providing sewer service in the <br /> rural area. The Development Guide on tJater Quality Manage- <br /> ment does not include this policy nor this provision in <br /> another policy. Rather, Policy 7 should be included in your <br /> plan which prohibits the extension of sewer service into <br /> areas other than that included in the MUSA. <br /> 2. On page 11 of the Plan, it is stated that the city will <br /> resolve area wastewater prohlems with either condemnation <br /> of property or constructinq on-site waste disposal system. <br /> These alternatives may be acceptable in rural areas not <br /> contiguous to existing sanitary sewer systems. Developed <br /> areas having sewage disposal problems and are contiguous to <br /> areas with available sewers, should be provided with <br /> sewer service within two years as required in the "Sewage and <br /> Waste Control Rules and Regulations for the Metropolitan <br /> Disposal System". The identification of the six (6) <br /> problem areas in your letter of November 29, 1979 and attach- <br /> ments are examples of areas which are contiguous to sewered <br /> areas and should be provided with sanitary sewer service. <br /> The possible exception to this condition is the area east of <br /> Stubbs Bay. <br /> 3. The CSP states that inflow will be prohibited and infiltra- <br /> tion limited to 100 gpidm for new sewers. However, the flow <br /> records do indicate that there is inflow/infiltration (I/I) <br /> in the existing system. The CSP should include a program to <br /> eliminate or reduce these I/I flows in the existing system. <br /> Item Clb2 of the plan content guidelines states that sewage collection <br /> facilities jointly used with another community should be identified <br /> and information on area of service, number of connections and flow <br /> volume should be provided. A copy of the joint use agreement on cost <br /> sharing should be provided for each intercommunity service area. Those <br /> areas in your city which are served by sewers in Long Lake, tJayzata, <br /> etc, should also be identified. They should be described by area of <br /> service, number of existing and future projected connections and <br /> estimated flow. Copies of signed agreements for these joint-use <br /> facilities should be provided. . <br /> The Corr�nission is in the process of conducting a 201 Facility P1an in <br /> which the Maple Plain Wastewater Treatment Plant is being studied. <br /> It appears that the recorrvnended alternative for improvements at Maple <br /> Plain is to phase out the plant and convey the wastewater to the Long <br /> Lake Pumping Station.
