. . .
Page 27
t4r. Michael Robinson, P.E.
November 26, 1979
Page 2
Perhaps, you have forgotten that this intersection is one used
repeatedly every day by the school buses serving the Orono High
School. Piust we wait until a vehicle and bus crowded with school
children collide with each other before your department re-evaluates
an intersection? Of course, the MN/DOT needs to have and apply
policies to its decision-r.making process but those Dolicies must
be flexible enough to allow for special circumstances such as in
this instance.
Ilumerous buses with hundreds of school children each dav must
hazard an entrance onto or exit off Hichwav #12 at tat intersection.
Both, the City Council and the School Board, have recognized this
special circumstance and danger to our children and, therefore,
have requested imr*iediate response to our recuested safety devices
at this particular intersection.
1iN/DOT has a statutory and moral obligation to regulate traffic
on State trunk highways in each community to insure that its high-
ways are not hazardous to he Tocal and cor_u*uting crivers, pedestrians
and passengers. *4oreover, PJ/DOT is legally responsible _for any
failure to riaintain safe intersections on Highway #12 , expecially
when both the City of Orono and the School Board have inade findings
of fact that there is a special danger present at this intersection.
?1/DOT cannot and should not continue to act contrary to the needs
of the citizens and children of this area.
Please review your prior analysis of this situation and inorm me
of your decision in this matter so we can act accordingly.
Thanking you in advance, I am
Sincerely,
 ,
- Z /
Walter . nson
City Acninistrator

cc: Representative Robert L. Searles
2iayor jV. B. Van 21est
Orono School Board
Chief of Police Kilbo
John Gerhardson, Public aorks Coordinator
