' • <br /> The City and I withhold judgment on Section IX as proposed by <br /> parties other than the Building Code Division, but we generally <br /> concur with the recommendations of the Division and the North <br /> Star Chapter on these items. <br /> The City and I wish to be on record as concurring with the position <br /> of the North Star Chapter regarding the proposed amendments in <br /> Section III, Accessibility and Usability of Buildings by Physically <br /> Handicapped Persons. These amendments should be withheld for further <br /> study or, if adopted, should be further changed or clarified in <br /> many, many instances. <br /> We heartily concur that buildings must be accessible and usable by <br /> all persons, and that special considerations need be given to persons <br /> afflicted with physical handicaps . We take exception to the mranner <br /> and detail to which this concept is being subverted. <br />
