In most cases, <br /> these areas were developed more than twenty years ago at a time <br /> when general knowledge about septic systems, drainfield siting, <br /> and soil suitabilities was minimal at best. Today, these <br /> developments on small lots with steep slopes, clay soils, or <br /> high water tables are coming back to haunt us with failing septic <br /> systems posing health and pollution hazards in the shoreland areas <br /> of Lake Minnetonka. <br /> Orono' s basic philosophy is that further high-density development <br /> would be detrimental to the Lake Minnetonka ecosystem. This type <br /> of development normally occurs with the advent of municipal sewers. <br /> Therefore, we intend to develop with septic systems on two and <br /> five acre lots in the existing unsewered areas, with an active <br /> permanent program of plan review, construction inspection, and <br /> regular existing system inspection with mandatory maintenance. <br /> This will necessarily include finding alternatives to septic systems <br /> in a few existing developments where site conditions or lot sizes <br /> make it essentially impossible to adequately treat sewage with on- <br /> site methods. Once these existing problem areas are remedied, all <br /> future development should continue in an orderly fashion without <br /> the problem of "leap-frogging sewers" . <br /> Our present priority list for remedying existing problems is : <br /> 1. Minnetonka Bluffs - Feasibility Study about to be called <br /> (construction 1980?) <br /> 2. Shoreline Drive - Feasibility Study about to be called <br /> (construction 1980?) <br /> 3. Crystal Bay Area - Proposed within three years of interceptor <br /> completion - 1983? <br />
