This failure may be due to a combination of factors, such as tight clay soils; severe slopes, high water tables, small lot sizes, and inadequately sized or -constructed septic systems. Your neighborhood is one such area where the City staff has determined a sewage treatment and disposal problem exists . In the Minnetonka Bluff s area, nearly SO$ of the septic systems were found to be discharging untreate� septic tank effluent to the ground surface or directly into surface waters . .long West Ferndale Road, Shoreline Drive, and Orono Lane, the majority of systems have drainfields below or near water table levels, a situation which often leads to winter freeze-ups, sewage backing up, and is a pollution hazard. The City staff has proposed that municipal sanitary sewer laterals be extended to serve the existing residences and buildings designated on the attached map. A Public Information Meeting will be held on Monday, September 17, 1979 , at 7: 30 P.M. in the Orono Council Chambers, 1275 Brown Road South, to present and discuss the various alternatives for solving yaur sewage treatment problems. The public is invited to attend. Your comments and questions are solicited, and your input is vital and necessary to ensure that an acceptable solution is eventually reached. The City Council, after the September 17, 1979 information meeting, will review all pertinent data and input from the public. The City Council wil� then decide if the project is feasible and order a public hearing to review engineering data as to the total feasibility of the project.
