The prolonged closing of Hennepin <br /> County #15 has created an extreme hardship for all of us and <br /> the delays in the construction have not aided the situation. <br /> The closing of Fox Street was caused by the closing of Hennepin <br /> County #15 and the Tanager Lake bridge which created an intoler- <br /> able situation that was detrimental to the safety, health, and <br /> welfare of not only the residents living in the area, but also <br /> to the comr►uters using the street to avoid the detour system <br /> that has been imposed upon us by Hennepin County. <br /> The traffic count on Fox Street increased from 650 cars per day <br /> to 3,701 cars per day within a one-day period. Police were <br /> stationed at the intersection �and were nearly run over by <br /> frustrated motorists attempting to commute to work. <br /> � Within a few days, we experienced a complete breakdown of the <br /> street. ti•dithin one week, it became apparent that it was impossible <br /> to police the area because of the terrain, narrowness of the <br /> street, lack of shoulders, the unwillingness of motorists to <br /> adjust their speed to the conditions of the street, and the lack <br /> of cooperation from He�nepin County to assist us in our requests <br /> for aid. <br /> Fox Street was not designated as a detour simply because it was <br /> determined by Hennepin County that Fox Street was not capable of <br /> handling the increased traffic. They designate 9-ton roadways <br /> capable of handling increased traffic, which is why North Shore <br /> Drive, Brown Road, and Highway #12 became designated detour routes. <br />
