System classification <br /> was determined by inspection of each property. <br /> Affected Properties List - Pages 23 - 28 <br /> Discussion of Alternative Solutions - Comprehensive <br /> Sewer Plan - Orono' s CoMprehensive Sewer Plan q <br /> Phase I: 1977-1990 has designated 15 areas of <br /> past development served by on-site systems. These <br /> areas for the most part are denser than one family <br /> per two acres. The Plan states that future sewage <br /> problems will be solved through: <br /> 1. Regulation of future building to what can be <br /> satisfactorily handled by private, on-site <br /> disposal systems <br /> 2. Strict enforceraent of municipal ordinances <br /> pertaining to land development and sewage <br /> disposal on present as well as future building <br /> 3. Condemnation or redevelopment of problem <br /> properties where feasible <br /> 4. In areas adjacent to the Orono-Long Lake <br /> interceptor,installation of municipal lateral <br /> sewers and connection to the interceptor. <br /> Installation of municipal sewer laterals <br /> within these areas will not result in additional <br /> urbanization and, therefore , no rezoning will <br /> be made that would allow any future development <br /> on lots smaller than two acres. <br /> The Comprehensive Sewer Plan goes on to state that <br /> Orono intends to sewer Minnetonka Bluffs and the <br /> Crystal Bay area within three years of cor.lpletion <br /> of the interceptor due to small lot sizes near <br /> the lake. I feel it is imperative that the Shoreline <br /> Drive/West Ferndale/Orono Lane/rZarina area be included. <br /> The legal zoning density for the area has essentially <br /> been reached. The City has allowed people to <br /> build houses with holding tank systems where on-site <br /> facilities were not possible. It is improbable <br /> that repair or replacement of systems to meet <br /> current ordinance reguirements can be accomplished <br /> on r.►any of the lots. Condemnation or redevelopr.ient <br /> of the area is out of the question due to the <br /> high value of lakeshore properties. Installation <br /> of lateral sewer lines appears to be the only <br /> reasonable alternative. <br /> (Continued) <br />
