Edwin *�urphy, 325 North Ferndale, about her <br /> fourth quarter 1978 sewer and water utility bill. <br /> lsrs . Isurphy stated she did not receive her bill <br /> and did not feel she should pay the penaltv of <br /> $7. 48 which was added due to no payrient being <br /> made.
