REGULAR 17E1IT1G OF TIiE OROrdO COiJP1CIL, APRIL 3, 1979 Page 8
l7r. Alan Olson, City Planner, entered into the SUBDIVISION - ROAD
record this memo regardinc the road status for Tonkaview Lane
Stven Valek, Tonkaview Lane, dated P4arch 28, ;`449
1979 , which states: Steven Valek
`1'his subdivision has eight units , seven of which
will have access off the proposed road. The dead-
end road is about 1100 feet long with nrovision
for future extension north and continuation
through other proerties.
The draft recommendation for road classification
provides that with four or fewer units, a dead-end
road would always be private, and with 13 or more '
units, a through-public road would always be
required. Acceptable cul-de-sacs with up to 12
units could be up to 1000 feet lonc for public
and 2000 feet long for private roads . These
lengtlis are somewhat arbitrary but they do reflect
maintenance time and costs per benefiting ProPerty.
On this basis , the Valek road would be a private
cul-de-sac. I3owever, if the road is ever continued
through, then it should become a public street.
he construction should be five-ton rating, 24 f_t.
caide on a 60 ft. riglit of way.
Because the classification criteria are suhjective,
there is iaom for a policy decison on this projec't,
but staff does recoru-end that the road be built
as a private road with the City taking over
maintenance resposibility when it is continued
through to other properties. If the Council
should decide to have the road dedicated on the
plat, then a public acceptance should cait
for at least 75o build-out to keep construction
related maintenance the developer' s responsibility.
Council I4eeting - April 3, 1979
Butler r_loved, P4assengale seconded, that the intent
of the Council is that the road for the Valek
property on Tonkaview Lane be a public road.
P4otion, Ayes (4) - Nays (0) .
Fiennepin County Comrlissioner E. F. (Bud) Robb, Jr. NOEREr1BERG & COFFEE
was present to discuss the closing of Noerenberg BRIDGES
and Coffee bridges.
Dick Benson, City Adr_ministrator, read a letter to
Iierbert Klossner, Fiennepin County Transportation
Office, from Dennis Hansen, concerning the bridges
dated March 30, 1979.
Letter - Pages 9 & 10 , (Continued)
