RE�ULAR IIEETIPIG OF TIiE ORONO COUNCIL, rEBRUARY 27, 1979 Page 6 <br /> This resolution would be concentual in nature, allowing PUBLIC HEARIPdG <br /> staff an opportunity to include all new inforr.iation Stubbs Bay Marina <br /> , received at the public hearing, to include exactly (Continued) <br /> all findings of the Council and to ensure that the <br /> final resolution be correct in detail prior to passage <br /> at the next r.teeting. I have attached a suc�gested <br /> draft of such a resolution. . <br /> I recor•.inend that the Council ar�end the 1974 Conprehensive <br /> Plan consistent with the findings of this rmoratoriur► <br /> area study. . <br /> I recor.u-�end that the Council coru-►ence an action to <br /> rezone the subject proPerty fror_1 B-2 , Lakeshore <br /> - Business District, to LR-lA, One Family Lakeshore <br /> Residential District. <br /> I recoru-�end that the Council thereafter deny the 1979 <br /> Cor�lnercial Dock License application of Georc�e R. <br /> Johnson and that the Council deny an� and all <br /> apPlications for cor.u-�ercial developr.ient on the subject <br /> property. <br /> I recommend that the Council deny continued use of <br /> the property for coru�ercial purr�oses including on-land <br /> storage and in-lake dock construction anc� that the <br /> Council institute conderination procedures for the <br /> - existing unsafe dock structures finding, as the Council <br /> �` did in the 1978 Dock License Resolution #971, that <br /> such structures �ose an immediate hazard to �ublic <br /> health and safety. . <br /> I reconmend that the Council (and staff) continue <br /> study of the Stubbs Bay Psoratoriur_i Area in regard <br /> to the other issues of sewage treatnent and disposal, <br /> flooding hazards , housing deterioration, crowding and - _ <br /> the need for future public e�enditures to alle��iate <br /> such conditions. Such study is intended to be completed <br /> prior to the end of the current moratoriurTi exniring on <br /> July 31, 1979, with the findings and conclusions of <br /> such studies to be incorporated in the current review <br /> of the Corlprehensive Plan of the City. <br /> III. SUGGESTED I'INDINGS IPi SUPPORT OF THIS RECOPZ�iENDATION . <br /> These findings are not considered to be a complete list <br /> but are only representative of the detailed findings <br /> which would be incorporated in a final resolution of � <br /> the City Council. <br /> 1. The Council confirms the findings and conclusions of <br /> the 1974 Cor►prehensive Guide Plan regarding the <br /> parariount objectives of� a) the nreservation of the ' <br /> quality of Lake Psinnetonka as a unique, yet fragile • <br /> ecological and recreational asset, and b) the <br /> naintenance of low-density rural land use Policies <br /> as opposed to urban development �ahich developr�ent <br /> (Continued) <br />
