Page 21 <br /> - B. Land Use In Stubbs Bay Area <br /> The land use in the Stubbs Bay area is exclusively devoted to either <br /> single-f amily homes, lake cottages, vacant land or open space. There <br /> are three single-fa�ily residences located immediately north of the <br /> site of the proposed marina. A total of 25 single-f amily homes or <br /> summer �ottages are located northeast of tfie site in Bayside Addition. <br /> There are alsa. a total of nine structures located immediately south <br /> o� the property along East Lake Street, some of which are single- <br /> family residences and others which are summer cottages.� Larger lot <br /> residential developments are located east of Rayside Addition as well <br /> as west and northwest of the site along Stubbs Bay. <br /> In addition to the residential developme„t i� thz area, the Luce Line <br /> Trail is located north of the site, which is an abandoned railroad <br /> being converted to a recreational trail . The City o� Orono is <br /> currently developing a city park along this trail adjacent to Stubbs <br /> Bay Road. - <br /> Thus, the area surrounding the site is devoted either to single- <br /> family residential development, lakeshore cottayes, or park and <br /> recreation use. Residential development has taken place at varying <br /> densities with the older developments consisting of modes� structures <br /> on relatively smaller lots and the newer developments consisting <br /> of larger houses on larger lots to conform to t��e existing minimum <br /> lot sizes of two acres for the area. The other lan� in the area is <br /> _ either vacant or devoted to parks and recreation. <br /> C. Transportation Facilities , <br /> Accessibility to the Stubb� Bay Area and the site is provided primarily <br /> through County Road �84, which runs in a general east-west direction <br /> adjacent to the northern shore of Stubbs Bay. In addition, there are <br /> a number of local streets connecting with C.R. #84, including Tonka <br /> and Crestview Avenue, which provide access to the Bayside Addition, - <br /> East Lake Street, .which provides access to the housing structures <br /> located immediately south of 'the site and Stubbs Bay Road which pro- <br /> vides access �o the area northwest of the site including the city <br /> park and the Luce Line Trail . In addition, there are a number of <br /> � residential access roads which front directly on C.R. T84. <br /> The traffic count on C.R. #84 was 950 per day in 1977. The Hennepin <br /> County Department of Transportation has projected that the traffic <br /> count on this road will increase to 2,000 by the year 2000. <br /> Generally speaking, the street and highway al.ignments in the area <br /> adjacent to the site are at best awkward and in some cases poor. For <br /> example, there are a number of curves in C.R. #84 adjacent to the <br /> site, and the intersections of Tonka Avenue and East Lake Road with _ <br /> C.R: #84 is at awkward angles making turning movements and sight. .-- _ <br /> distar.ces poor. � ��- � - - - <br /> -4- - <br />
