The site has a <br /> new conforming septic system for the church use. The caller is interested in obtaining a CUP for a school on this . <br /> property and has already discussed this with City staff and was told that the septic system would not be adequate for a <br /> school. Based on the reasons listed the discussion below, I told this caller that the property is not eligible for <br /> connection to sewer and the City is not interested in pursuing a MUSA expansion for this property. <br /> Since the septic system is inadequate for a school, he would like to sewer this property. This property and the property <br /> to the north(465 Leaf Street) are not in the MUSA. The property to the south(565 Leaf Street) and the properties on <br /> the west side of the church, located on Oxford Road, are in the MUSA and were sewered in the 1992 Stubbs Bay sewer <br /> proj ect. <br /> Mike and I have discussed this matter and concluded that the church property is not eligible for sewer because it is not <br /> in the MUSA and does not meet the criteria to use the City's 50 sewer units for sewering of properties outside the <br /> MUSA that meet specified criteria. <br /> The criteria listed in the City's 2000-2020 Community Management Plan for the use of these sewer units are as <br /> follows: <br /> . Condition of existing septic system <br /> . Proximity to existing sewer lines <br /> . Capability for replacement of existing septic system <br /> The City has previously used these sewer units for sewering existing residential properties that are adjacent to a <br /> sewer line, with failing or nonconforming septic systems, and inadequate replacement septic sites available on the <br /> property. <br /> The church property does not meet the 50 sewer unit criteria listed in the Comprehensive Plan. This property is not <br /> adjacent to a sewer line and has a conforming septic system for the existing use of the property. Sewering this <br /> property to accommodate an expanded use on the site is inconsistent with the Comprehensive Plan criteria for the <br /> use of these sewer units and also inconsistent with historical practice. <br /> 12/14/2005 <br />
