Box 296 <br /> Maple Plain, P�Iinnesota 55359 - <br /> Subject: Noerenberg Park <br /> Dear Mr. French: <br /> It has come to our attention that a $350, 000 grant by the <br /> l�ietropolitan Council has been awarded to the Hennepin County <br /> ' Park Reserve District for the improvement of the Noerenberg <br /> Par}: located within the City of Orono. <br /> The purpose of this letter is to outline to you the basic concerns <br /> of the Orono City Council concerning the future development plans <br /> of the Noerenberg Park and to establish a procedure whereby the <br /> City, the Park Reserve District, the Metropolitan Council, and <br /> the Noerenberg Citizen's Advisory Committee can participate in <br /> a cooperative effort that will result in a satisfactory develop- <br /> ment plan for all parties involved. - . <br /> The City's primary concern is the scope and extent of development <br /> proposed by the Park Reserve District. The City wishes to insure <br /> itself that the total developed plans for the Park will remain <br /> consistent with the City's Comprehensive Land Use Plan and zoning <br /> ordinances for that environmentally sensitive area of Lake Minnetonka <br /> where the Park is located. The City' s ordinances do require a <br /> conditional use permit for the changing of any natural contours <br /> requiring grading or filling in addition to City permits for the . <br /> construction of parking lots and structures. <br /> The City Council would like to participate, in some joint planning <br /> meetings with your staff and the Noerenberg Citizen' s Advisory <br /> . Committee to determine the specifics of the development plan for <br /> this Park. Specifically, we are concerned with the size and location <br /> of the parking lot, the size and location of structures, together <br /> with the proposed public programs and usages of the Park that <br /> would have an adverse impact on the traffic patterns along County <br /> Road #51 and other streets within the City of Orono. <br />
