Since <br /> the sewer and water for the project would be <br /> provided by the City of [Jayzata, it is suggested <br /> that the land required to construct the project <br /> be detached from Orono and annexed by taayzata. <br /> In exchange, I would sug�est that Wayzata caould <br /> detach the property lying northerly of the center � <br /> line of old Highway 12 and west of the east half of <br /> the southeast quarter of Section �, To��inship 117, <br /> Range 23. <br /> If the property is going to be developed linder � <br /> the ordinances of the City of Orono, it will be <br /> necessary for us to ask for the rezoning of <br /> sufficient land to a half acre or a one acre zone <br /> to allow the construction of the residential <br /> units. Since this will be a 12-unit condominiun, <br /> we would probably be required to proceed under the <br /> planned residential section of your ordinances in <br /> order to obtain the right to construct coru�on walls. <br /> Prior to proceeding with the time and effort <br /> required in a rezoning application and a planned <br /> residential development, I would like some pre- <br /> liMinary indication from the Council on the following <br /> points: <br /> l. Whether or not an annexation and detachment <br /> between the City of Orono and Wayzata would be <br /> feasible as being in the best interests of both <br /> �unicipalities for the purpose of allowing the <br /> proposal to be under the jurisdiction of a <br /> single municipality. <br /> 2. If the proposal is to be developed under the <br /> _ ordinances of the City of Orono, does the <br /> proposal as submitted run contrary to the <br /> co�prehensive plan of the City of Orono. In <br /> other words, from a policy standpoint does the <br /> development as proposed create a conflict with <br /> the comprehensive plan for the City of Orono <br /> which would nake it iMprobable if not i�possible <br /> to obtain the necessary approval. <br /> The questions are not asked for the purpose of <br /> attempting to gain a commitment in favor of the <br /> proposed develop�ent, but it is being asked ior the � <br /> purpose of ascertaining whether or not the Droposed <br /> developMent has such limited chance of success that <br /> the expenditure of future time an d effort on behalf of <br /> the Wayzata Country Club would be an exercise in <br /> futility.
