A <br /> backhoe operator was just starting to dig trenches, <br /> apparently for construction of a new building. <br /> There were no construction plans on site and the <br /> operator could not even say who the contractor was. <br /> The trenches were dug in sand to about four feet deep. <br /> The ground water had already filled the bottom foot <br /> or so of the trench. The Building & Zoning Depart- <br /> ment' s position, pursuant to State Building Code <br /> Section 302 (d) , is that permit No. 3696, which was <br /> posted on site, had previously expired on P'iarch 22, <br /> 1978, 120 days after issuance with no construction <br /> started at that time. <br /> Brief History <br /> Fall, 1976 - Owner applied for Council approval of <br /> new building plans including expansion of facilities. <br /> January, 1977 - Previous marina buildings completely <br /> destroyed by fire. <br /> February 28, 1977 - Council approved 40 X 80 building <br /> plan subject to building code requirerlents. <br /> Decer,tber 21, 1977 - Building Permit #3696 issued by <br /> staff. <br /> P4arch 22, 1978 - Perr.tit expiration_ <br /> August 9 , 1978 - Start of work - stop order. <br /> Staff has several concerns with this project: <br /> 1. The construction plans reviewed in 1977 are <br /> incomplete by todays requirements. There are <br /> no structural drawings on �ile .e��ce-�t �or the <br /> foundation. <br /> 2. The permit was issued to Lester Buildings, a <br /> contractor, no longer involved. The new <br /> contractor, Richland Buildings, is a different <br /> supplier and may have different plans. None <br /> have been subr.litted to the City to date. <br /> (Continued) <br />
