� Page 25 <br /> Ms. Barbara Lukermann, Chairwoman <br /> P age Two <br /> J U N i 2 1978 <br /> The treatment system is further described in a facilities plan <br /> on the facilities by McCombs-Knutson and Associates , Inc. , dated <br /> September 1972 and four addenda dated April 1976, August 1977, <br /> November 1977, and May 19 , 1978 from the Metropolitan Waste <br /> Control Commission. <br /> The Agency, its officers , employees , and agents review and com- <br /> ment upon engineering reports and plans which provide the basis <br /> for this approval solely for the limited purpose of determining <br /> whether there is reasonable assurance that the treatment system, <br /> when constructed, will comply with the regulations and criteria <br /> of the Agency. <br /> No alterations or additions to the treatment system shall be <br /> made until the Permittee has submitted plans and specifications <br /> for the change to the Agency and has received the written approval <br /> of the Director. <br /> For those projects proposing to utilize Environmental Protection <br /> Agency (EPA) or Minnesota Pollution Control Agency (MPCA) <br /> construction grant funds, there should be no advertisement for <br /> bids and no construction may be initiated until the Step III <br /> grant offer is received from the appropriate reviewing agency. <br /> This approval shall not relieve the Permittee from complying <br /> with all conditions and requirements of the NPDES and State <br /> Disposal System Permit and shall be retained by the Pe�ittee <br /> with the Permit. <br /> Any questions regarding this approval should be directed to <br /> Gordon E.
