Paul, Minn. 55101 <br /> M E M 0 R A N D U M <br /> T0: Physical Development Co�ittee <br /> FROM: Office of Staff Counsel, John Hoeft <br /> SUBJECT: Orono Interceptor <br /> DATE: April 19 , 1978 <br /> This memorandum is necessitated by a resolution adopted by the City <br /> of Orono on Monday, April 17 , 1978 , relating to the Orono interceptor. <br /> S�me background will probably be helpful to the Committee. The <br /> Metropolitan Council staff and staff of the City of Orono have met <br /> for some time regarding the design and location of the Orono interceptor <br /> and the question of the Metropolitan Urban Service Line, the Metropolitan <br /> Sewer Service Region Line , and the Interceptor Sewer Service Region. <br /> At a meeting held near the end of March, an agreement was reached <br /> regarding these issues . That agreement is specified in a letter from <br /> John Boland to the Mayor of Orono dated March 31, 1978 . A subsequent <br /> letter from the City of Orono dated April 10 , 1978 , requested clarifi- <br /> cation on three issues . Before this letter could be answered, the City <br /> � of Orono adopted the resolution which you received in the mail earlier <br /> this week. This resolution states the City of Orono' s position regarding <br /> the con�truction of the Orono-Long Lake interceptor. It is appropriate <br /> that the Council, for purposes of clarification and to avoid any issues <br /> regarding Council intent or Council commitment , adopt a comprehensive <br /> and specific position on the Orono issues . The letter of John Boland, <br /> dated March 31, 1978, as clarified by John Boland' s letter of April <br /> 19, 1978, succinctly and accurately reflects the position that Council <br /> staff and Chairman have taken in this regard. "Accordingly, to avoid <br /> any further confusion, the Council is requested to ratify the position <br /> " expressed in the two Boland letters , dated March 31, 1978 and April 19, <br /> 1978. <br /> RECOMNNiE NDAT ION <br /> That the memorandum to the Physical Development Committee, dated March <br /> 21 , 1978, be amended by the addition �f a furt�e�r ze�ommendatinn as <br /> follows : <br /> 3 . That the Metropolitan Council ratify and adopt the letters <br /> of John Boland, Chairman, dated March 31, 1978 , and April 19 , <br /> 1978 , as the Council' s position and understanding regarding <br /> the Metropolitan Urban Service Line, the Metropolitan Sewer <br /> Service Region Line, and Interceptor Sewer Service Area. <br /> � <br /> JH/cy <br />
