Note later change in <br /> Crist from riprap to seawall. <br /> 4. Tlie Council on P�Iarch 16, 1978 again approved <br /> riprap for Ellis , Crist, and DeGregory under <br /> individual applications. <br /> 5 . All approvals were subject to other agency <br /> permits and conditions, to the City Engineer' s <br /> review and approval of plans and construction, <br /> and to a hold harmless agreement. <br /> 6. Dredging proceeded in 1977 without notice to <br /> the City and without the City Engineer' s <br /> aPproval of the actual work. Damage was done <br /> to the west seawall along the swimming beach. <br /> Dredging again proceeded in P'Iay, 1978 , without <br /> notice to the City, without the City Engineer's <br /> approval and spoils were deposited on-site in <br /> violation of Orono and DNR permit stipulations. <br /> 7. The seawall on Hartmann and Blunt properties <br /> was erected in 1977 without notice to the <br /> City, without specific plan approval by the <br /> City Engineer, prior to delivery of a hold <br /> harmless agreement to the City, and without <br /> DNR approval (no seawall - is listed in the only <br /> known DNR permit) . The west seawall was <br /> damaged along the south end and has not been <br /> repaired or replaced. <br /> Staff Recommendations <br /> 1. Irunediately stop all work on the lagoon, dredging, <br /> riprap and seawall until the spoils deposited <br /> on shore are correctly removed and until the <br /> association posts a letter of credit or cash <br /> in the amount equal to the cost of completing <br /> the south 145 feet of the west seawall. No <br /> work should proceed until valid P7CWD and DNR <br /> permits are received, which permits should <br /> reflect all work proposed_ <br /> 2. Require engineered plans of all additional seawall <br /> work and all riprap work, which plans shall be . <br /> � reviewed by the City Engineer with his recom- <br /> mendations set forth in writing.
