Recently the City of Shorewood has been requiring <br /> all new subdivisions to provide its own central <br /> water system consisting of a central well and <br /> water mains and hydrants serving each hor.ie within <br /> the subdivision. It is unclear to me whether <br /> or not the central system is operated by a <br /> homeowners association or whether the system <br /> is dedicated to the City. There are several <br /> questions that this idea raises as to whether <br /> or not fror.t a legal standpoint, a City would <br /> be within its rights to require the installation <br /> of a central water system by the developer in <br /> an area where City water is not generally provided <br /> and from an engineering standpoint would such a <br /> requirement be desirable.
