The original Comprehensive Sewer Plan prepared by Orono <br /> in October of 1976 projected the City' s sewer needs <br /> through the year 2000. The 2'ietropolitan Waste Control <br /> Commission staff objected to anv reference being rmade in <br /> our Conprehensive Sewer Plan beyond the year 1990 and <br /> we were requested by the P4etropolitan Council staff to <br /> so ar,iend our plan as to rernove any references beyond the <br /> year 1990. The Orono-Long Lake interceptor is presently <br /> . designed to provide capacity as projected by the City <br /> through the year 2000 for only that part of the �ity lying <br /> in sewer service areas 1 through 8. The balance of the <br /> City, which you are including in vour sewer service area <br /> map, is not included in a projected sewer area until at <br /> least after the year 2000. <br /> The inclusion of rural Orono into the sewer service area of the Orono- <br /> Long Lake interceptor bv the Waste Control Commission is in serious <br /> conflict with the City' s established land use planning for that area. <br /> ihe results of this conflict mean that these lands will be included <br /> in the urban service area by the lietropolitan Council rather than <br /> the rural service area as requested by the City's comprehensive <br /> planning. The City views this as a major obstacle preventing the <br /> statutory right of the City to plan its land use patterns within <br /> the structure of i ts comprehensive land use planning_ <br /> ' _ The City has requested several tiraes in the past four months to have <br /> a meeting with you to resolve this issue_ The City is willing to <br /> negotiate this matter in order to alleviate any problems that the <br /> _ Waste Control Conulission may have with reserve capacity, originally <br /> prograr.imed for Orono, or any other concerns that the Waste Control <br /> Comr.iission may have. S�Te feel that it is important that these <br /> - negotiations be culminated at an early time so there will be no <br /> additional delays in the construction of the Orono-Long Lake interceptc <br /> Until the sewer service area of the Orono-Long Lake interceptor has <br /> been finally determined and acceptable to the City, we are unable to <br /> respond to the System Statement prepared by the Metropolitan Council <br /> dated June 23, 1977. Because of this inconsistency of the sewer servic <br /> area, the public hearing process allowing the City to object to the <br /> System Stateraent has been kept open until tYiis issue has been <br /> � resolved. This is yet another reason why this inconsistency must <br /> be resolved at an early date. <br />
