, REGL;LAR P�iE�TING OF THE ORONO COiJNCIL, JArIU�1RY 9 , 1978 Page 39 <br /> Mayor Van Nest reviewed the letter received from r1ETROPOLI`^AN COUNCIL <br /> the 1Retropolitan Council dated December 28, 1977, LAND PL1�INING ACT <br /> which states: <br /> As the chief local official of your community, <br /> you received a metropolitan system stater►ent frorl <br /> the P4etropolitan Council several r;ionths ago. We <br /> need now to bring you up to date on several recent <br /> changes in metropolitan plans that may affect <br /> preparation of your community' s comprehensive <br /> plan pursuant to the tZetropolitan Land Planning Act. <br /> The changes concern the airports system plan and <br /> population-household-employment forecasts for <br /> regional growth. <br /> This month the Council has adopted a new aviation <br /> policy plan and must amend the airports section of <br /> your community' s systeri statement to reflect revised <br /> . policies. You should substitute the enclosed section <br /> for the one originally received, and should use the <br /> information it contains when preparing your community' s <br /> cor.lprehensive plan. If your comr.munity has a serious <br /> problem with somet:�ing in this new section, please <br /> inform your contact person here at the Council <br /> imr.►ediately. He will discuss the problem with you <br /> and will try to reach a satisfactory agreement to <br /> resolve it. If such an agreement is not possible, <br /> then your community may appeal the new airports section <br /> of the system statement within 60 davs of its receipt, <br /> using the reconciliation procedure specif_ied in the <br /> Metropolitan Land Planning Act (the same procedure <br /> that applied to the original system stater,ient) . <br /> Proposed amendments to the Metropolitan Development <br /> Framework were sent to you in October. Following <br /> a sequence of public hearings which ended December 8, <br /> the Council has now adopted the amendrlents. The <br /> amendments dealing with population-household-employrient <br /> forecasts will directly affect your planning and <br /> are enclosed. There were no changes to the policies <br /> for urbanizing areas. <br /> The population-employment-household forecasts which <br /> are enclosed have also been adopted as Part o_f the <br /> r�etropolitan Development Framewor.k� v1e would advise <br /> that they be used as a base in the preparation of <br /> your comprehensive plan. Of the metropolitan <br /> systems plans, only the new aviation plan incorporates <br /> the new forecasts, however. The Council will be <br /> evaluating the other policy plans de�ling with <br /> water quality management, transportation and parks <br /> for any possible changes during the cor,ting year, <br /> but no r;lajor changes resulting from the revisions <br /> in the forecasts are anticipated at this time. <br /> (Continued) <br />
