•' , MTC Proposal �5 <br /> � � December 22, 1977 <br /> Page 32 <br /> PRELZMINARY APPLICATZON � <br /> ��R --- -- <br /> LA.KE MI�INETONKA PARATP.ANSIT ___ __ _ _ <br /> PURPOSE <br /> To demonstrate a paratransit system that would serve the Lake <br /> Minnetonka Area, which would provide local circulation needs and provide <br /> a collection and distribution system for regular route transit, in a <br /> manner consistent with the Transportation Development Guide-Policy <br /> - Plan. <br /> • BACKGROUND <br /> During 1976, the MTC, in cooperation with Mn/DOT, the Metropolitan <br /> Council, Hennepin County and tne communities adjoining Lake Minnetonka, <br /> - conducted a short range transi� improvement study titled "western Hennepin <br /> Route-R.idership Improvement Project." This study recouunended that the <br /> MTC• develop an implementation plan for paratransit services based on the <br /> experiences of applicable co�unity oriented paratransit progra�s. The <br /> study noted that many of the roads in the Lake Minnetonka Area are <br /> narrowy windy and hilly--unsuitable for usuage by regular transit <br /> buses. While the area has a propulation of over 88,000, it has a <br /> relat'ively low population density. Because of this, it is difficult to <br /> genera�e the ridership needed to justify a high level of regular route <br /> service. However, a paratransit system could: <br /> � Provide service throughout the area since the small <br /> vans could operate on all of t�:e roads_ and bridges <br /> _ in the area. <br /> • Operate for less cost, assuming a private operator <br /> is willing to operate such a service. <br />
