Delays in the completion of the <br /> project require that the design year be extended . The year <br /> � 2000 is chosen because the system cannot be constructed and <br /> • operational before 1979 . <br /> � A small increase in Long Lake flows is projected due to <br /> further development and increased population in Long Lake in <br /> � the years 1995 to 2000 .
