Certain <br /> questions raised at the last Council meeting are <br /> revie�ved in relation to the existing code. <br /> �1 . 13. 010 defines the charges as a rieans for <br /> payment of excess capacity debt service assigned <br /> to the City. There is no direct relationshin <br /> established between the collection of charges <br /> and any given sewer service area. <br /> 2. There is no explicit or implicit duty to collect <br /> or relay any amount other than the calculated <br /> + fee based upon actual hookups or construction. <br /> There is no fixed debt to be retired or guaranteed. <br /> 3. Any realignment of the i•��TCC sewer service area <br /> would,therefore, have no effect on the collection <br /> of charges or the debt service under the existing <br /> ordinance and policy as follo��ed since 1973. <br /> 4. Past IIWCC audits of SAC collection have failed <br /> • to produce objections to or refunds of charges <br /> collected in northwest Orono which has never <br /> been included within the se�ver service area. <br /> 5. Any future contract with P�IWCC based upon <br /> � assurances of connection unit payr�ents would, <br /> therefore, be no change in existing policy, <br /> but only a forrialization and extension of the <br /> current ordinance. <br />
