Also present: City <br /> Administrator Benson, Assistant Building & Zoning <br /> Administrator Olson, and City Attorney t2alkerson. <br /> � <br /> Mayor Van Nest announced that this was the time PUBLIC HEARING <br /> and place for a public hearing to consider the 1977-78 Navarre Drive-I� <br /> 1977-1978 license for the Navarre Drive-In Theatre. Theatre License <br /> City Administrator Benson presented the tlotice of <br /> Public Hearing, the Affidavit of Publication and <br /> the Certifi�ate of Mailing. rdayor Van Nest requested <br /> cor�uaents from the public present. <br /> Mr. Jerry Zell, 3680 2lorthern Avenue, noted the <br /> following problems: <br /> 1. Excessive trash <br /> 2. Excessive noise <br /> 3. Insecticide odors <br /> 4. t�iotorcycles racing through the area <br /> 5. Recorunended six-foot fencing <br /> Orono Police Chief Kilbo noted: <br /> 1. Access problems <br /> 2. Parking problems <br /> � 3. Excessive trash in the area <br /> 4. Recommended fencing of the area <br /> Chief Kilbo also corimented that the r.►anagement <br /> � has cooperated with City staff and additional <br /> policing has relieved the original problems. Mr. <br /> Kilbo also noted that since the list of conditions <br /> was laid down in Mav, the problems on the weekends <br /> dir,►inished greatly. It is apparent that uniformed <br /> guards and field supervision in the theater was <br /> necessary and has helped in relieving probler.is in <br /> the area. <br /> We did experience some problems during the �aee}c, <br /> most of which involved drinking and lack of super- <br /> � vision. When these iaere brought to the attention <br /> of the management, the management tooY. steps to <br /> alleviate the problems. The management did very <br /> well in trying to live up to the list of conditions. <br /> They coru;lunicated and worked with the police depart- <br /> ment, in one instance firing the manager. <br /> � It is my recommendation that this list of conditions <br /> be continued into the next license period. <br /> (Continued) <br /> �� <br />
