Ray & Paul Kempf, NORTH STAR MARINA Mr. Muhich' s letter of July 7, 1977, states: (Continued) �At 11:00 A. M. on July 6, 1977, you and your � counsel, Mr. Miller, met with Mayor Brad Van Pdest, � Administrator Walter Benson, Building Inspector _ Tom Jacobs and myself to review and discuss � prospective proposals for developing and improving your operation. • • During our meeting, you submitted a rough draft of a list of topics for discussion for our review. This � list contains most of the elements requiring some deliberation and review before a decision can be � reached. Although this list covers most of the important elements, it does lack some detail that � might result in some delay. � Prior to any directive or instruction from the � City Council, I will list several important factors you might consider incorporating in your � projected plans in order to expedite the entire process. Several others may be added after Council � reviews your draft. � 1. Time schedule for each individual element. 2. Consider alternative to dredging. �3. Removal of docks exceeding 200 ft. limit at � earliest possible convenience. 4. Proposed structures meeting all zoning require- � ments and building codes (height - 30 ft. , setbacks, structural, energy conservation, � safety, landscaping, and many others) . 5. Plans should indicate methods diverting and r filtering water runoff. � 6. Screening plans (planting and fencing) . 7. Boat count (rental slips, inventory boats, ,� private boats) . 8. Plan of proposed improvement along County Road � #51 (curbing, planting, accesses and parking) . 9. Consider posting bond to insure compliance. � • End of letter , Mayor Van Nest continued by stating that the Kempfs have agreed to submit a plan and include � dredging as part of that plan and that North Star Marina has agreed to alter their position and � reduce their dock length to 200 ft. or under in compliance with the Lake Minnetonka Conservation � District regulations. � North Star had requested at our last Council meeting �to be tabled until a plan was submitted which would include any development that would be requested, � including a building for on-land storage, also North Star was to provide information to the City � that in order to provide for adequate riparian access * to the lake, dredging would be required.
