REGULAR MEETIPIG OF 1^HE ORONO COUNCIL, JUNE 27 , 1977 Page 16
4 . Building permit minimum fee has been $5. 00 REVISED FEE SCHEDULE
in 1973 U.B.C. The current U.B.C, is $10 . 00 . (Continued)
 I have always charged $5. 00.
5. I do not agree with only a $25 . 00 plan review
charge. Currently, we charge 1/2 the building
permit fee. I think we should continue. It is
a necessary service and more will be required
as the State Legislature continues revising
regulatory measures for construction. This
service would be much more costly if the
applicant were required to provide certification
of compliance by certified engineers. The
great majority of the 188 municipalities in
the Metro area have adopted the 50 U.B.C.
recommendation.
6 . We should charge a little more on septic system
reviews. Probably $60. 00, as our cost to
I our engineer is usually about $50. 00 when we ,
f refer the designs for his review.
7. We should probably charge more on moving houses
in. Most houses being moved are not in the
best of condition. It takes quite a bit of
staff time to inspect these older structures.
This would probably help control moving into
Orono of some marginal buildings.
8. Mechanical permits - $10. 00 minimum. Consider
sliding scale based on horse pocer and BTU' s.
Council Meeting - June 27, 1977
! Mayor Van Nest moved, Paurus seconded, to instruct
staff to make revisions to the proposed fee schedules
for Council review at the July 11, 1977 Council
Meeting. Motion, Ayes (4) - Nays (0) .
Mr. Glenn Hawkyard, West Hennepin Assessing District WETLANDS ASSESSMEPITS
Assessor, discussed with the City Council wetlands
and their value for assessment purposes stating
that there is a general breakdown between land and
S buildings and all wet areas ,with no buildahle
lots ,are usually valued at $100 per acre and open
space and density credits are considered and that
all wetlands are valued at what the market will bear.
Paurus moved, Mayor Van Nest seconded, to reuest
the City attorney and Mr. Hawkyard to draft a
resolution for Council review delineating marshlands
and determining their value breaking out structures
and dry buildable lots within the wetlands. Idotion,
Ayes (4) - Nays (0) .
