Of the three <br /> � bids received, only one met our specifications . <br /> � At the Council meeting held on May 9 , 1977, there <br /> . seemed to be a great deal of concern about the <br /> total cost purchase method that was used when <br /> � writing the specifications and contract. Therefore, <br /> it was the Council' s wish to table the bid award <br /> � until the Council meeting of May 23, 1977. <br /> r During this two-week period, the staff reviewed <br /> + all specifications and concluded that it would <br /> be in the best interest of the City to reject <br /> + all bids and to rebid the front end loader only, <br /> without the plow and wing. It is the opinion of <br /> � the staff that this will give more manufacturers <br /> an opportunity to bid. <br /> � � <br /> Therefore, it was recommended on May 23, 1977 to <br /> � the Orono City Council, by Walter R. Benson, City <br /> � Administr�tor, to reject all bids and to rebid the <br /> front end loader only, without the plow and wing; <br /> ` no guaranteed maintenance or guaranteed repurchase. <br /> The plow, wing and quick coupler will be purchased <br /> �at a later date. <br /> � Therefore, the Public Works Department is requesting <br /> ` permission to advertise for one 2-yd articulated <br /> front end loader. Bids will be received until <br /> � 10: 00 A. M, CDT, July 8, 1977 , when at that time, <br /> they will be opened and reviewed for Council <br /> ' approval at the July 11, 1977 Council meeting. <br /> r Butler moved, Paurus seconded, to approve the BID OPENING <br /> Specifications for one articulated front end loader <br /> � with bid opening Friday, July 8, 1977 at 10: 00 A.M. <br /> . per the City Administrator' s recommendations . <br /> Motion, Ayes (4) - Nays (0) . <br /> ` <br /> � Dick Benson, City Administrator, informed the City EMPLOYMENT <br /> Council that in February 1977, the Building & Zoning Building & Zoning Dept. <br /> � Department advertised for someone who could qualify <br /> as an inspector for the septic systems existing in <br /> � Orono to correct pollution problems resulting from <br /> � inadequate, on-site sewage disposal systems. <br /> � From the standpoint of economics and qualifications, <br /> my recommendation is Tom Jacobs. He has conpleted <br /> � an architectural course in a local vo-tech school <br /> �nd is just completing his second year of <br /> rchitecture in college. Some of his courses <br /> ' included the building inspection field so he is <br /> familiar with the Uniform Building Code. (Continued) <br /> 0 <br /> � <br />
