I feel better decisions <br /> can be made through cooperation of all agencies. <br /> � Standards, policies, and procedures should be <br /> agreed upon by all agencies. . <br /> � - . <br /> His reply was questioning the City' s authority <br /> • of regulating and enforcing rules on the lake. <br /> � I informed him the Council was considering <br /> • discussing the dredging issue at their meeting <br /> of May 23 , 1977, and requested he attend the <br /> � meeting for any input he might have. He agreed <br /> to be present, but requested this issue be put <br /> � on the ac�enda as early as possible. <br /> • I called John Holmquist of the Minnehaha Creek <br /> • Watershed District requesting he attend the <br /> meeting also. He agreed he would prefer being <br /> � placed earlier on the agenda. <br /> � Council Meeting - May 23 , 1977 <br /> � PZayor Van Nest asked Mr. Ron Harnach what <br /> • procedures are being followed by the DNR in <br /> granting dredging permits and what is allowable. <br /> � Mr. Harnack replied that applications that are <br /> generated from previous applications for main- <br /> � tenance dredging are acted on immediately. <br /> Information might be solicited from the cities. <br /> � They should be aware of where spoils are to be <br /> placed. Marina applications are reviewed very <br /> • carefully. All new applications are checked , <br /> • very closely. If there is what we feel to be <br /> abnormal dredging or excavation of the lake <br /> � or wetlands, the permit will probably not be <br /> granted. Mr. Harnack, also, commented that the <br /> � DNR has developed uniform standards and require- <br /> ments for dredging. r4arina problems are unique <br /> � and should be studied closely to control wet <br /> storage facilities and the impact on the lake. <br /> • � <br /> • Mayor Van Nest asked if the City could request <br /> the DNR to delay the granting of a dredging <br /> � permit for North Shore Marina to allow for <br /> City review and also, other agency review. <br /> � <br /> The City of Orono was not aware of North <br /> � Shore 2darina' s intent to dredge until the <br /> application or letter was mailed from the DNR. <br /> • <br /> • Mr. Harnack replied that the DNR would delay <br /> the permit for North Shore Marina to allow the <br /> � City of Orono time to review the rlatter. <br /> • <br />
