I also expressed my concern • with their procedures of granting approval with- • out first consulting us. I feel better decisions can be made through cooperation of all agencies. � Standards, policies, and procedures should be agreed upon by all agencies. . � - . His reply was questioning the City' s authority • of regulating and enforcing rules on the lake. � I informed him the Council was considering • discussing the dredging issue at their meeting of May 23 , 1977, and requested he attend the � meeting for any input he might have. He agreed to be present, but requested this issue be put � on the ac�enda as early as possible. • I called John Holmquist of the Minnehaha Creek • Watershed District requesting he attend the meeting also. He agreed he would prefer being � placed earlier on the agenda. � Council Meeting - May 23 , 1977 � PZayor Van Nest asked Mr. Ron Harnach what • procedures are being followed by the DNR in granting dredging permits and what is allowable. � Mr. Harnack replied that applications that are generated from previous applications for main- � tenance dredging are acted on immediately. Information might be solicited from the cities. � They should be aware of where spoils are to be placed. Marina applications are reviewed very • carefully. All new applications are checked , • very closely. If there is what we feel to be abnormal dredging or excavation of the lake � or wetlands, the permit will probably not be granted. Mr. Harnack, also, commented that the � DNR has developed uniform standards and require- ments for dredging. r4arina problems are unique � and should be studied closely to control wet storage facilities and the impact on the lake. • � • Mayor Van Nest asked if the City could request the DNR to delay the granting of a dredging � permit for North Shore Marina to allow for City review and also, other agency review. � The City of Orono was not aware of North � Shore 2darina' s intent to dredge until the application or letter was mailed from the DNR. • • Mr. Harnack replied that the DNR would delay the permit for North Shore Marina to allow the � City of Orono time to review the rlatter. •
