Ja.mes Nelson, Sales Representative, tneir rachine met our specific�.t�ons but they do not like �he f ive-year guaranteed main- � tenance part of tne contract. I a�ked him to send me a letter to �bat efi'ect. Approximately ten minutes later, 2�r. Frank Ascner, • Sales i�anager �'or 2�innesota Tractor, called me and asked �hy I wanted a le�ter from him giving the rezsons for not bidding. I � e�plained to him t�.at I wanted to assure myself and the Oron o City � Council that I did not write specifications S'or one raacisine. I�tr. Ascher inS'ormed me tizat the reason they did not bid is because ` they did not like the total cost purchzse part of �he contract, but �neir machine did meet our speci fications and that if a le��cer � 1'r•om h�m would help another co�pany sell �heir ruachine he would decline sending a letter. I asked him if their company ever bids � a �uachine wi th the total cost part of a contract and he told me • �hat they do but do not like it. � 3. He did feel . his machine met our specific��ions, but the specifications ca.me at a time when he was very busy; however, he did compliment the City + f'or writing a very tight specification in which the interest oP the City of Orono was first and foremost. - � 5. I went over our specifications again, and � found we did not specii'y whether �he cab was to be moun�ed �o the front or rear of articulation. This was apparently a misjudgervent � by I�Ir. Jones. Had he read �he specifications more �horoughly, their machine would have met our specifications. I�`lr.
