,• KBGULAR MEtTING OF THE ORONO COUNCIL riARCH 28 , 1977 Page 21
Crono is also in receipt of a letter from COMPREHENSIVE SEWER
1ir. Bernie Harrington of the Metropolitan aaste PLAN
Control Corunission, concerning Orono' s Comprehensive
Sewer Plan. We will be finalizing this plan during
 the next two weeks.
! Mayor Van Nest also reminded everyone of the sPecial WORK SESSION
, work session to be held April 14, 1977, 7 : 00 P.M.
with the Council and Planning Commission to discuss
' Orono' s on-site disgosal program and platting
ozdinance.
1
 T7r. A1 Leh,-nan and P4r. John Holma,uist, representing liPLAND WATER STORAGE
the P4innehaha Creek ti'atershed District, approached
the City Council to discuss the proposed upland water
sto:cage plan which is designed to retain watershed
waters for reseves when Lake Minnetonka is at a
Iow water level.
N1r. Lehman stated that the District doEs want
, to implent the proposed plan. P7ew public hearings
will be held after all cities and residents have
been notified. The engineers are reviewing the
storage plan as it relates to storage areas and
design of dams or wiers. When this is complete,
this pertinent data will be available. Council-
r ;nember Paurus asked if the District could go ahead
with the funding based upon satisfactory functional
i daa? Can we go ahead with the French Lake proposal?
John Holmquist: The total project is far reaching.
There are definite procedures to be taken: 1) Petition,
2) Public Hearings , 3) Feasibility studies, 4) Order
 project.
One basin is dependent on another. French Lake is
+ low on the priority list.
r:ayor Van Nest commented that French Lake is an
established storage area and should be considered.
' The area is unique in that the location and size
does tell us that this area could be used as a
pilot study to incorporate a sound basic water
storage plan that will work. This will allow the
watershed district to sell the total project to
all the cities. The concerns that have been
stated at the first public hearing are basic and
can be demonstrated on the French Lake site.
Faurus moved, Myor Van Nest seconded, to request
the Lake Minnetonka Conservation District to allow
within their petition to the Minnehaha Creek
ti'atershed District using French Lake as a pilot
study and test site for the District` s Upland
 Water Storage Program.
