A precedent would not be established � if a variance were granted in the present case. � Mayor Van Nest stated that in comparing his computations of lot sizes with Mr. Klint' s there ` are vast discrepancies in the comparison of lot sizes. Our information indicates that the size � of Lot 184 and part of Lot 185 is much smaller � than your information tells us. This has to be resolved. You tell us that lots platted in the A 1800 ' s are buildable today. Ouz records indicate that other lots have been combined to conform to A existing zoning requirements. In the 1800 ' s, small lots with summer cottages were prevalent. Todays � standards have changed. Not only have zoning � requirements changed, but so have building codes changed. Our policy not only recognizes these � facts, but Orono also has directed itself to environmental concerns that do effect the safety, � health and welfare of its residents. • 'r. Douglas Klint commented that the City is ` .epriving the owners right to build on his progerty. Mr. Petersen continued by stating that � the environmental quality of the lagoon should be considered but building on this proposed lot �, will not increase runoff but will enhance it because of grass being planted rather than the r existing condition - of the vacant lot as it exists today. • • Mayor Van Nest commented that this building will establish further hardcover (38�) , which requires � an additional variance. Hardcover is an issue that must be addressed to ecologically since the � proposed site drains directly into the lake. Mr. Doug Klint stated that the applicant, Mr. Petersen, � has signed a purchase agreement for this lot. Bruce Malkerson asked the applicant, Mr. Petersen, if he � would be reimbursed if the variance was denied. Mr. Petersen answered 'yes ' . Mr. Malkerson asked if � Mr. Petersen had full knowledge that the lot was � substandard before the purchase. Mr. Petersen answered 'yes' .
