Our information indicates that the size <br /> � of Lot 184 and part of Lot 185 is much smaller <br /> � than your information tells us. This has to be <br /> resolved. You tell us that lots platted in the <br /> A 1800 ' s are buildable today. Ouz records indicate <br /> that other lots have been combined to conform to <br /> A existing zoning requirements. In the 1800 ' s, small <br /> lots with summer cottages were prevalent. Todays <br /> � standards have changed. Not only have zoning <br /> � requirements changed, but so have building codes <br /> changed. Our policy not only recognizes these <br /> � facts, but Orono also has directed itself to <br /> environmental concerns that do effect the safety, <br /> � health and welfare of its residents. <br /> • 'r. Douglas Klint commented that the City is <br /> ` .epriving the owners right to build on his <br /> progerty. Mr. Petersen continued by stating that <br /> � the environmental quality of the lagoon should <br /> be considered but building on this proposed lot <br /> �, will not increase runoff but will enhance it <br /> because of grass being planted rather than the <br /> r existing condition - of the vacant lot as it <br /> exists today. <br /> • <br /> • Mayor Van Nest commented that this building will <br /> establish further hardcover (38�) , which requires <br /> � an additional variance. Hardcover is an issue <br /> that must be addressed to ecologically since the <br /> � proposed site drains directly into the lake. <br /> Mr. Doug Klint stated that the applicant, Mr. Petersen, <br /> � has signed a purchase agreement for this lot. Bruce <br /> Malkerson asked the applicant, Mr. Petersen, if he <br /> � would be reimbursed if the variance was denied. <br /> Mr. Petersen answered 'yes ' . Mr. Malkerson asked if <br /> � Mr. Petersen had full knowledge that the lot was <br /> � substandard before the purchase. Mr. Petersen answered <br /> 'yes' .
