(Continued) <br /> his test, which was administered by �qr. Ronald <br /> � Pavlock, Assistant Public Safety Director, <br /> Golden Valley, involved problems that tested <br /> � judgment, priorities, and leadership. <br /> � Phase III. On rdovember 4, 1976, a group discussion <br /> � was held with all four applicants. The raters were: <br /> Marge Gasch, Orono School Board; James Horning, <br /> � an Orono Attorney; and Mark Orth, Lake r�innetonka <br /> Mental Health Center. This test was administered <br /> � by P�Zr. Ronald Pavlock and was a leader-less <br /> discussion to test group, oral and facilitator <br /> '� skills. <br /> � Phase IV. During the week of iQovember 11, 1976, <br /> � peer rating was performed by each man and the <br /> present Sergeant Burmastero These were administer- <br /> � ed by the Chief, Mr. Mel Kilbo. <br /> • Phase V. Saturday, November 13, 1976, an oral <br /> , interview was held with all four candidates <br /> present. The oral board consisted of rir. Howard <br /> � i�?eagher, an Orono resident; 17r. Kenneth Bentfield <br /> and iZr. Rick Engh, both members of the Bureau of <br /> �Criminal Apprehensiono The oral board tested all <br /> our candidates on oral presentation and did not <br /> • use any nrevious testing or personnel file data <br /> in raaking their ratings. <br /> • <br /> � T�ir. Ronald Pavlock was present during the oral <br /> proceedings but did not score this particular <br /> � phase, Mr, Pavlock tabulated all scores of the <br /> testing procedures to arrive at a final ratinge <br /> • <br /> Each candidate was on an equal basis throughout <br /> • the entire testing procedure. The reason for <br /> the lengthy procedure was to be as fair as one <br /> � could possibly be when promoting, a person from <br /> � within the department. The concensus of all <br /> candidates and raters was all evaluations were <br /> � based on a persons skills and performance during <br /> these procedurese <br /> • <br /> The Sergeant Test outcome has been posted and <br /> � submitted to each applicant. <br /> � A7r.
